The card is the only part of the day addressed to one person, so keep it quiet, specific and about her rather than the event. Skip the recap of the party she is standing in. Name one thing you noticed in her this year instead: a decision she made, the way she handled somebody difficult, something she stuck with after it stopped being fun. So keep school out of it. Eighteen is about what she is now allowed to decide for herself, and the strongest thing a card can do is treat those decisions as hers without attaching guidance on how to make them.
